Add popup to promote content better

Description
We should add an info popup that users can click to explain how to get their content higher in the search results. Now that we have the effective amount firmly in place in the search query, a content creator can get more views from related content by increasing their effective amounts. If their content is considered related, they can increase their effective amount to get higher in the search results.
