Blob files are not downloaded when participating in the data network.

REPRO STEPS:

1. Install and Launch LBRY 0.16.0 on Android 8.1.0
2. Turn on Data Network Participation in Settings
3. Close and restart LBRY
4. Watch a video
5. Navigate to 'blobfiles' directory

Results: Directory is empty

Expected: Directory contains blob files
