Download Notifications Animates when Transfer is Complete

**DESCRIPTION:**

If the user downloads two image files in a row, the Download Notification Animation will continue to animate as if a download is still occurring when all transfers are complete.

1) Install and Launch LBRY 0.15.8 on Android 10
2) View an Image Stream
3) View another Image Stream
4) Note the Download Notification Icon

**Results:** Icon is still animating

**Expected:** Icon is static
