**DESCRIPTION:**
If the user starts and then cancels a download, the active download notification will persist in the upper bar. Viewing this notification reveals a message that says "There are no active LBRY downloads."

**REPRO STEPS:**
1) Install and Launch LBRY 0.16.11 on Android 8.1.0
2) View a video
3) Start a download of the video
4) Cancel the download once notification appears
**Results:** Active download notification persists and says there are no downloads
**Expected:** Active download notification is dismissed
