**DESCRIPTION:**
If the user closes the app, but leaves the daemon running, the Library page will take around 20 seconds to load its items when re-launching the app.

**REPRO STEPS:**
1) Install and Launch LBRY 0.16.11 on Android 8.1.0
2) Download multiple items
3) Tap the Overview button and close LBRY (daemon keeps running)
4) Relaunch LBRY
5) Go to Library
**Results:** Downloads take a long time to load
**Expected:** Downloads load immediately
