When using an unverified account, clicking the 'Skip the Queue' button does nothing.

**REPRO STEPS:**
1) Install and Launch LBRY 0.16.11 on Android 8.1.0
2) Log in to an unverified email account
3) Go to Rewards
4) Tap 'Skip the Queue'
**Results:** Nothing Happens
**Expected:** User is able to pay $5 to skip verification queue
