Description
In present version hyperref in the tooltip there is information "go to page ..." where reference is. It will be very useful to get reference itself inside of tooltip. Now there is solution by using pdfcomment, usebib, but it works not so good. Maybe authors can make possibility to redefine tooltip or define strongly tooltip form for \cite and \ref commands?

Research direction
Start by reviewing hyperref's current tooltip behavior for \cite and \ref commands, along with the pdfcomment and usebib approaches mentioned in the issue. Clarify the desired redefinition or fixed tooltip form and define how the reference itself should appear before identifying an implementation path.
