Description
Clean up spackages:
- Remove more constrained variants for openmp and cuda
- Instead look at how Kokkos was configured
- Change dependency on Eigen to be "when kokkos and closures" not "when ~cuda"
@rbberger will:
- Prototype in repo
- Test with our CI
- Push to spack upstream
