Creator Center cannot link a plugin publisher with a locked personal handle

Creator Center cannot link the existing `asqav/asqav` plugin to its publisher: the claim form rejects it with “This is a personal handle, and a personal handle cannot carry plugin ownership”. The `asqav` personal handle is locked after prior template publication; organization creation with that handle says “Handle is already taken”.
Connected GitHub account `jagmarques` authored merged PR https://github.com/langgenius/dify-plugins/pull/2691, but plugin sync returns no plugins.
