Description

Goal

Use concrete compressor and decompressor object trees as the validated block compression plan.

Scope

  • Establish the zero-or-one payload contract and BlockValueType.
  • Add the shared fallible decoder factory.
  • Migrate Flat, Constant, bitpacking, General, stable RLE, and the existing sparse caller.
  • Replace the required compression strategy API directly; do not add a compatibility adapter.
  • Keep persisted bytes and codec selection unchanged.

This is PR 2 of the Generic Block Compression stack extracted from https://github.com/lance-format/lance/pull/8002.
