Description
Goal
Use concrete compressor and decompressor object trees as the validated block compression plan.
Scope
- Establish the zero-or-one payload contract and
BlockValueType. - Add the shared fallible decoder factory.
- Migrate Flat, Constant, bitpacking, General, stable RLE, and the existing sparse caller.
- Replace the required compression strategy API directly; do not add a compatibility adapter.
- Keep persisted bytes and codec selection unchanged.
