Description

Currently we can only pack fields within structs. In some cases users might want to pack the entire row. This effectively makes lance a row-based format which can be useful in some situations (e.g. spill tables for join).

Research direction

No files or tests are named in the issue. Start by locating the existing flag and implementation for packing fields within structs, then trace how rows are encoded; done means a flag can pack an entire top-level row and supports the spill-table use case described.
