Description
Sparse vector is a frequently asked feature.
- Arrow C++/Python has sparse tensor https://arrow.apache.org/docs/cpp/api/tensor.html#sparse-tensors
- Arrow rust does not have dense / sparse tensor support.
Need to figure out nice DX to use Sparse vector from python and javascript, and be able to write them into lance.

Research direction
Start by reading the linked Arrow sparse tensor documentation and reviewing Lance's existing Python and JavaScript vector APIs and write paths. The issue provides no file or test entry point, so the work first requires defining the sparse-vector developer experience and storage design. Done means sparse vectors can be used from Python and JavaScript and written into Lance.
