Compaction should remove deleted fragments from an index when that index is remapped

Description
When we run compaction we remap the indices. During this process we will remove any deleted rows that get materialized as part of the compaction process, simplifying the index and making it simpler to query.
However, we do not materialize any deleted fragments, even though we could. By doing this we could restore index searches to the fast path even if a fragment is deleted.
