The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error
Expected behavior
minimum order limit must be implemented

Reproduce the issue through Vendors > Add Restaurants > Registration, then place an order from the customer site using the same store. Trace the registration and ordering entry points to find where the minimum order value is stored and checked; done means orders below the configured limit are rejected while valid orders remain possible.
