delivery time accepting negative values

Describe the bug
the average time for food delivery is accepting negative values which it shouldn't at all

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors'
Click on 'add restaurant'
Scroll down to 'registration form'>> Delivery time
See error
Expected behavior
input should be +ve and with a modulus of 60

Start at Vendors > Add restaurant > Registration form and reproduce the issue in the Delivery time input using Chrome. Done means negative values are rejected and the input enforces the stated modulus-of-60 requirement.
