Description
It seems to go lower and lower over time until it reaches negative numbers. We should check what causes this. Probably some peers are being removed more than one time without being added back between removals.

Research direction
Start by tracing the PubSub peer-count visualization and the code paths that add and remove peers. Reproduce repeated removals of the same peer and identify why the count becomes negative. Done means the visualization reports the actual peer count, never decrements below zero, and has a regression test for duplicate removals.
