Description
This is an old TODO on attestations that was carried over also to sync committees, we need to validate them before acceptance of the message through libp2p

Research direction
Start by tracing the libp2p message-acceptance path for attestations and sync committees, then locate the existing attestation TODO and corresponding sync-committee handling. Compare the validation requirements before acceptance and verify that invalid messages are rejected for both message types. Done means both are validated before libp2p accepts them.
