[bug] `system.views` can not be deleted

### What happened

### How to reproduce

1. create a "timeseries collection" `col_xxx`（时序集合）
2. (Then `col_xxx`, `system.buckets.col_xxx`, `system.views` will appear in `database` panel
3. delete collection `col_xxx` (and `system.buckets.col_xxx` will be also deleged automatically)
4. but, "system.views" can not be deleted

PS: maybe `system.views` should not be displayed
