Description
Follow-up to BA-3128 (PR #8783). Add comprehensive unit tests for the SSH host key generation feature that was introduced to prevent user deletion of dropbear host keys. Covers agent-side prepare_ssh(), kernel intrinsic SSH functions, and SSH stage provisioners. All tests are pure unit tests — no Docker infrastructure required.
