Automatic and periodic scrutinization for resource consistency

Example cases to ring alarms:

- One of resource slots which a user can allocate remain zero but the user does not have any RUNNING sessions.
- A user has one or more long-lived PREPARING sessions.
We need to perioidcally and automatically check such cases and report to the admins.
