Allow invite/create vfolder to user has an access of the same name of vfolder already

## Motivation  

[Why is this Epic important? Clearly describe the context and reasons for creating this Epic.]  

- Since we already allow invitation of vfolder with different name by managed vfolder invitation table with vfolder uuid, not name, it’s better to support uuid-based vfolder invitation.
- There are certain requests of sharing folder such as dataset, models, which usually used among users. User may feel cumbersome the only way to share their own vfolder is to change name of the vfolder something unique.

- provide folder allowing vfolder invitation/create a vfolder of the vfolder name that already exists.
