Action gates (BEP-1077 Phase 4)

BEP-1077 (proposals/BEP-1077-project-scoped-ownership.md) Phase 4. 모든 액션의 게이트 종류(PUBLIC / 권한 / superadmin / 후검사)와 shape 가 검토를 거쳐 확정되고, 틀린 것만 고쳐진 상태를 만든다. 검토 → 판정 → 조치 순서. 하위 호환을 깨는 변경(API 계약 축소)은 넣지 않는다.

완료 기준: 액션마다 게이트 판정 근거가 남아 있다. 검토에서 틀렸다고 판정된 게이트가 0 이다. 스코프 종류별로 갈라진 search/lookup 액션이 엔티티별 일반 액션으로 접혀 있다.

순서: 게이트-0(스코프 액션 일반화 검토) · BA-7557(게이트 전수 스윕) 병렬 → 게이트-1·2 (검토 대상이 좁아 스윕과 병렬 가능) → 조치 이슈(스윕 산출대로 발행) → BA-7586 (프리셋 fixture, BA-7571 뒤).

BA-7585 워크트리 커밋은 게이트-0 의 입력 (SearchRGDomains → ScopedSearchDomains 부분만, 유저 metric 부분 제외). BA-7575 는 하위 호환 원칙으로 보류.

Review the action gates in the order given, using BA-7557 and the later gate issues as the audit trail. Done means every action has recorded gate rationale, no reviewed gate is judged incorrect, and scoped search/lookup actions are folded into entity-level actions without reducing API compatibility.
