Personal project ownership (BEP-1077 Phase 1)

BEP-1077 (proposals/BEP-1077-project-scoped-ownership.md) Phase 1. 유저마다 개인 프로젝트가 있고, 유저가 개인적으로 소유하던 자원(폴더·커스텀 이미지)의 소유 스코프가 유저 VE 에서 개인 프로젝트로 옮겨진 상태를 만든다.

완료 기준: 신규 유저 생성 시 개인 프로젝트가 같이 생긴다. 신규 개인 폴더·커스텀 이미지의 own/govern 에지가 개인 프로젝트를 가리킨다. 소유 판정 읽기에 라벨 파싱이 없다. 기존 데이터 백필은 Phase 8 (BA-7555).

순서: 기반-1 → 기반-2. 기반-1 뒤 기반-3·기반-4·BA-7428 병렬.

Start by reading proposals/BEP-1077-project-scoped-ownership.md and the Phase 1 breakdown in hejo drafts/bep1077-ownership/issues-v2.md, then inspect the current main branch as requested. Implement the Phase 1 scope only: create a personal project with each new user, point new personal folders and custom images to it, and remove label parsing from ownership reads. Existing-data backfill is explicitly deferred to Phase 8 (BA-7555).
