Description
Let's use [a-scie/ptex](https://github.com/a-scie/ptex) to download and cache the boostrapper Pyhton introduced in #1264.
Note that #1254 is about the client installation for the end-users, while this issue is about improving `install-dev.sh` experience for developers.
