Add Create-Role-from-Preset REST v2 endpoint + adapter

Add a REST v2 endpoint and adapter to instantiate a role from a preset. Input: role_preset_id, scope_type, scope_id. Shares the v2 DTOs and adapter logic with the GraphQL mutation and invokes the same processor/action.
