Flag the reversal before it lands: spec R3.1 / R3.9 record "no `✅ What to check` comment" as a driver decision by Jongeun Lee (2026-09-01, FR-3814 Not Planned). This map revives the idea in a different shape — a Walkthrough pin set minted by a webui-owned skill, no dw/fw plugin change, no notification — as the "new ticket" R3.9 invites.
