Model Store frontend improvements

## Overview

Frontend improvements for the Model Store, covering both the user-facing Model Store list / deploy flow and the admin Model Card management form.

## Scope

**Ready (frontend-only):**

- Model Store list: hide the domain filter and show cards via a project-OR-domain visibility condition.
- Admin Model Card form: comma label separator, project selector, and default domain via `initialValues`.

**Backend-dependent (frontend blocked until backend fields land):**

- Model Store list: resource-group selector and card filtering by available resource group.
- Model deploy modal: select resource group first and compute available presets from it.
- Model Store: show model-card labels as tags and filter on tag click.
