Description
In our documentation page, whenenver someone opens an merge request, the iac scan pipeline fails. As soon as i merge it in the main branch it passes. We need to investigate that issue.

Research direction
Start in scan_service.go at handleFirstPartyVulnResult and compare how IaC scan fingerprinting behaves for merge requests versus the main branch. Trace the failing merge-request pipeline and the passing post-merge pipeline, then confirm the scan completes consistently with the expected fingerprinting result in both contexts.
