Not all projects (#2724) have source code available. Seleting a repository provider does not make sense.
Describe the solution you'd like
No repository provider is a valid (default?) open when creating a new repository.
Describe alternatives you've considered
Selecting something and hoping it does not break anything.
Additional context
Third Party SBOM provider / external contributors do not share their repos / source code.

Research direction
Start by locating the repository-provider selection and new-repository creation flow in the Go backend. Confirm that an explicit none/default option can be selected for projects without shared source code and that creation and downstream handling do not require a source repository.
