Description

The "Features" section of the README is outdated in terms of the features available. Mainly, it still alleges that patch apply isn't available yet, that reply with reviewed-by can only be done by replying to all individual patches, and some other enhancements that appeared from then to now.

Update the outdated statements about patch application, replying with reviewed-by, and other enhancements so the section reflects the current project; the README should no longer describe available features as missing or unnecessarily limited.
