Command Retry

It would be worth added a `retry` to commands... this would retry to the command upon failure. Controls might include:
* number of retries
* amount of time to retry
* timeout for retry
* freq of retries

The issue names no files, tests, or entry points. Start by locating where test commands are executed and review existing command-related tests, then clarify retry count, duration, timeout, and frequency semantics. Done should include agreed behavior and coverage for command failures and retry limits.
