**Why is this needed**:

It would simplify debugging by allowing to search for all the objects related to a specific step that is failing (for example)

Trace where plan, phase, and step are currently stored as annotations on Kubernetes objects. Determine the related object types and the label values needed so users can search by a failing step. Done means the information is also stored as labels and objects can be found using those criteria.
