HA Kubernetes Cluster : Do we really need HAproxy as L4 LB

In the example, HAproxy is configured with **mode tcp** option, making it act as a Layer4 Load Balancer.
Since KeepAlived can completely act as a L4 LB, do we really need HAproxy in this example ?

If the answer's yes, which feature does HAproxy L4 provides, which is not available in KeepAlived ?
