**Describe the bug(描述下问题)**
流水线功能中，有个凭证子功能。项目功能中，有个秘钥功能。在使用kubesphere某些功能时，我发现相同的gitlab登录账号密码信息，在这个两个子功能中我都需要配置，这明显重复了。这个可以考虑优化下吗

**Versions used(KubeSphere/Kubernetes的版本)**
KubeSphere: 2.1.0
Kubernetes: 1.15.7

**Environment(环境的硬件配置)**
How many nodes and their hardware configuration:

For example:
1 masters: 4cpu/16g
3 nodes: 4cpu/16g
