Devops supports called kubesphere notification?

**What's it about?**

kubespere notification can be devops called.

**What's the reason why we need it?**

I want to give myself feedback when building the code. It is hoped that the built-in notification can be called to realize notification pinning, enterprise wechat, feishu, etc.

I believe this is an important feature for Kubesphere. There're a few use cases:

* devops: git clone -> unit test -> notification(kubespherer notification) -> build -> deploy ->notification(kubespherer notification)
