Add jaeger/opentelemetry integration

Integrate with opentelemetry tracing so that we can visualize the reconcilers in jaeger. It will make it easier to debug issues and improve performance

The issue names Go reconcilers as the integration area but provides no files or tests. Start by locating the reconciler entry points and checking the existing tracing and dependency setup; confirm the intended OpenTelemetry-to-Jaeger path with maintainers. Done should include usable reconciler traces visible in Jaeger and tests or validation for the integration.
