[ko] Add DRA-related Korean glossary entries

### Description

Add Korean glossary entries for the DRA-related concepts identified while preparing the Korean documentation:

- `api-resource`
- `infrastructure-resource`
- `device`
- `dra`

The Korean DRA documentation uses these concepts, but the corresponding Korean glossary files are missing. Adding them will complete the localized glossary index and keep glossary tooltip references available for DRA-related documentation.

### Scope

- Translate and localize the four English glossary entries.
- Keep `resource`, `device`, `claim`, and related terminology consistent within the entries.
- Validate glossary tooltip dependencies and Hugo rendering.

### Context

These glossary gaps were identified during terminology analysis before preparing the Korean DRA glossary content. This issue is scoped to glossary entries and is independent of the earlier DRA documentation translation work.

Start with the existing English glossary entries and the Korean glossary files for terminology and structure. Add localized entries for api-resource, infrastructure-resource, device, and dra, keeping resource and claim terms consistent. Validate glossary tooltip dependencies and confirm the Korean documentation renders correctly with Hugo.
