Kubernetes Scheduler - Scheduling Policy documentation inconsistent

**Problem:**

https://kubernetes.io/docs/concepts/scheduling-eviction/kube-scheduler/#kube-scheduler-implementation refers (and links) to Scheduling Policy, however, the [Scheduling Policy page](https://kubernetes.io/docs/reference/scheduling/policies/) says that

> This scheduling policy is not supported since Kubernetes v1.23.

**Proposed Solution:**

Update documentation to reflect that Scheduling Policy is not supported since v1.23 and what should be used instead.

Compare the kube-scheduler implementation section at https://kubernetes.io/docs/concepts/scheduling-eviction/kube-scheduler/#kube-scheduler-implementation with the Scheduling Policy page at https://kubernetes.io/docs/reference/scheduling/policies/. Update the implementation section to state that Scheduling Policy is unsupported since Kubernetes v1.23 and explain what should be used instead; verify the links and rendered documentation.
