Research direction

Start with the localization guide sections linked in the issue, then inspect hugo.toml, the localization directory, i18n site strings, and the OWNERS files used by existing languages. Coordinate the FA development branch and Netlify preview, and run the build test and site preview checks for the configuration PR. Done means the minimum required content and README are localized and the dev branch is ready to merge into the live site.
