Document that kubelet does not restart static pods when kube-apiserver is down

**What would you like to be added**
We have an [issue](https://github.com/kubernetes/kubernetes/issues/105543): the kubelet does not reliably restart static pods when the kube-apiserver is down. We should mention that in the docs - eg https://kubernetes.io/docs/tasks/debug/debug-cluster/

**Why is this needed**
This change would help readers know that there is a Kubernetes bug, and should help them pick a troubleshooting strategy that accounts for the defect.
