Having a call for blogs or similar

**What would you like to be added**

I believe it would be helpful for contributors if there was a file listing some blog titles and a short abstract of blog contributions that SIG Docs is interested in.

**Why is this needed**

Having contributed to Keras Examples earlier, a [call for contributions](https://github.com/keras-team/keras-io/blob/master/call_for_contributions.md) (we could draw inspiration from here too) was super helpful for me and I had also seen it helping new contributors and would also go a long way in giving others an idea about the kind of blogs we expect.

Identify the appropriate SIG Docs location and confirm the expected blog-title and abstract fields; done means the proposed listing format and initial content are agreed and documented.
