trying Copilot as code reviewer

we want to try Copilot as a reviewer of k8s GitHub organization PRs by integrating it with k8s-ci-robot (or another robot) and granting the robot ideally CNCF sponsored quota. repos should be opt-in and at first we can try it on a smaller impact repo that is not k/k.

Start with the related Kubernetes org issue 6380 and its linked context, then review how k8s-ci-robot handles GitHub organization pull requests. Define what repository opt-in, CNCF-sponsored quota, and a pilot on a smaller-impact repository would require; the work is done when an agreed integration plan and initial trial scope are established.
