Publish x86-64 microarchitecture level instead of cpuid features

**What would you like to be added**:
add x86-64 microarchitecture level label and blacklist all other cpuid features by default except for cpuid features newer than x86-64v4.
**Why is this needed**:
Less clutter, more useful labels.

The issue names x86-64 microarchitecture levels and CPUID feature labels but does not identify files, tests, or an entry point. First locate the feature-detection and node-labeling implementation and its tests; done means publishing the x86-64 level label while excluding older CPUID features by default and retaining features newer than x86-64v4.
