Support Arc Zonal Shift Attributes

**Describe the feature you are requesting**
To be able to enable arc zonal shift from the load balancer controller.

**Motivation**
This will allow code to control the configuration of arc zonal shift on load balancer to allow for High Availability recovery and testing

**Describe the proposed solution you'd like**
Fully support enabling it via the load balancer attributes - right now the attribute being set in the ingress object does not work.

Done means the requested attribute enables ARC zonal shift through the load balancer controller and the behavior is covered by appropriate tests.
