Make the customizations of the login page easier

**What would you like to be added? / User Story**: We should reconsider how we are dealing with front page customizations because at the moment it is quite complex. There is toolbar and the footer from the app but most important is the fact that themes do not impact login page at all (they are used only if the user is authenticated). That's why whitelabeling is not limited to changing the assets only (images and theme) but also to the front page component, footer and navigation components. It would be nice to improve that and provide better solution.

Start by mapping how the front page, footer, navigation components, assets, and themes currently interact, with particular attention to the unauthenticated login page. No files or tests are identified in the issue; done should mean a simpler whitelabeling approach where themes and shared page components can consistently affect the login experience.
