[EPIC] Updating Workspaces

## User Story

Bella has multiple workspaces and needs to manage them efficiently. She pauses workspaces she’s not actively using to save resources.
For her active workspace, she scales it up — increasing the number of GPUs, to accelerate fine-tuning. Later, when less power is needed, she scales it back down, without needing to recreate or lose her environment.
