Description

Clarification about encoding of BYTES data in JSON might be useful.

For example, TFServing specifies that binary data be encoded using base64: https://www.tensorflow.org/tfx/serving/api_rest#encoding_binary_values

Research direction

Start by reviewing the protocol specification's BYTES definition and compare it with TFServing's documented base64 encoding. Done means the JSON representation and encoding rule are stated clearly enough for implementers to follow.
