Question about requirements

Is /requirements/base.txt contain really mimimal required versions of dependencies?
Or it is just versions installed on author's system?

I maintain rpm package python-etcd3 for Fedora/GNU Linux and latest versions not always available. So I want to know which minimal required versions?
