Description
Is /requirements/base.txt contain really mimimal required versions of dependencies?
Or it is just versions installed on author's system?
I maintain rpm package python-etcd3 for Fedora/GNU Linux and latest versions not always available. So I want to know which minimal required versions?

Research direction
Start with /requirements/base.txt and inspect how its dependency versions are used in the project. Determine whether the entries represent minimum supported versions or a generated environment snapshot, then document the supported minimums clearly for downstream packagers.
