[RFC] Add 'show&explain my config' command

Sometimes I wish I could quickly check the local defaults written in my config file without looking in the source. I want the command that would tell me exactly that and maybe explain more what I will get with those setting in line.

Start by reviewing Summoner's existing CLI commands and how local defaults are written to the config file. Define whether the command should only display resolved settings or also explain their effects, then document the expected output and behavior before implementation.
