Inspections for Math partial functions

Should we create a new category for Math functions (so they should be easily turned off).

The doubt here is only because we can't suggest anything else instead.. :thinking:

- [ ] `quotRem`
- [ ] `(^)`

Start by reviewing how Stan currently groups inspections and whether partial Math functions already have an inspection category. The issue lists div, mod, divMod, quot, rem, quotRem, and (^); done would require an agreed category that can be disabled independently, but the issue does not name files or tests.
